Eurovision Song Contest which is started in 1956 has different assessment until 1996. In those years contestants used to rehearse their show before couple days and when the day comes, they exhibited their show. Then little shows was performed for 10-15 minutes. Afterwards the professional jury of the countries marked for them.
In 1996, European Broadcasting Union decided to let people vote for the contestant countries. But only the countries which have strong tellecommunications will vote. So this means that folk will determine the winner of the contest in 1997 and after.
In 1997, after countries performed their shows, 15 minutes has given for voting. In those minutes, little parts of the songs has shown for the first time. Some countries announced their points with plebiscite, some are used jury system again.
